Empowering Physicians to Build Successful QME Practices

The CSE Story

CSE was built by experienced QMEs who understand firsthand both the opportunities and the challenges of building a successful medical-legal practice. We created CSE to give physicians the support, education, guidance, and resources we believe every QME should have — from navigating California's complex medical-legal system to managing each evaluation efficiently from start to finish.

For more than 26 years, our experience in California's medical-legal community has taught us that becoming a successful QME requires more than simply performing an examination and writing a report. It requires an understanding of the regulations, sound medical-legal analysis, effective report writing, efficient practice management, and a commitment to producing timely, thorough, objective, and defensible medical opinions.

Today, CSE brings that experience together in a physician-centered QME management model designed to help our doctors make the most of their time, continually develop their medical-legal expertise, and build successful and sustainable QME practices. Through education, mentorship, quality assurance, administrative support, strategic practice development, and open communication, our team works alongside each physician throughout their QME journey.

Built by QMEs. For QMEs. We believe our physicians should never feel like just another name on a medical management company's roster. Our goal is to develop lasting partnerships, provide individualized support, and give every physician on our team the tools and resources to become a confident, respected, and successful QME.

Our Evolution

California Specialty Evaluations represents the next chapter in the CSE story, but our experience managing QME practices began more than 25 years ago.

Dr. Joe Minkstein and Dr. Scott Warren began their careers as California Qualified Medical Evaluators in 2000, building and managing their own QME practices while developing the systems, report-writing expertise, and medical-legal knowledge required to succeed in California's workers' compensation system.

That experience eventually helped shape California SIBTF Evaluations and our work within the SIBTF community. California SIBTF Evaluations grew into a trusted medical-legal organization serving physicians, attorneys, and injured workers throughout California while developing a team and infrastructure centered on quality, responsiveness, education, and exceptional support.

California Specialty Evaluations represents the evolution of that experience. We are bringing more than two decades of QME knowledge together with the practice-management systems, physician education, quality assurance, and administrative infrastructure developed throughout our medical-legal careers to help experienced QMEs strengthen and grow their practices while helping the next generation of physicians build successful QME practices from the ground up.

This isn't a new direction for us. It's a return to where we started — now supported by everything we've learned along the way.
