Chief Executive Officer

Dr. Joe Minkstein brings more than 25 years of experience in California's medical-legal community as a Qualified Medical Evaluator, healthcare professional, entrepreneur, and business leader. Dr. Minkstein began his career as a California Qualified Medical Evaluator in 2000, building and managing successful practices while developing a deep understanding of what physicians need to succeed within California's medical-legal system.

As co-founder and Chief Executive Officer of California Specialty Evaluations, Dr. Minkstein has been instrumental in transforming decades of hands-on QME experience into scalable systems that support physicians throughout the evaluation process. His ability to see the big picture, identify opportunities, simplify complex processes, and develop innovative business strategies has helped shape CSE's approach to medical-legal practice management.

Dr. Minkstein also played a central role in California SIBTF Evaluations' growth within the SIBTF community, where the organization developed strong relationships with physicians and attorneys and further refined its systems for physician education, report quality, case management, and administrative support.

Today, his focus at California Specialty Evaluations is helping physicians realize the full potential of their QME practices. He believes physicians should have the freedom to concentrate on providing sound, objective medical-legal opinions while also having the flexibility to pursue outside interests. By placing an experienced team behind each physician, CSE provides the education, infrastructure, strategy, and support necessary to build a successful and sustainable QME practice.

His philosophy remains simple: CSE doesn't need to be the biggest QME management company in California. Our goal is to be the best.

Scott Warren, DC, QME

Chief Operating Officer

Dr. Scott Warren brings more than 25 years of experience as a California Qualified Medical Evaluator, healthcare professional, medical-legal consultant, and business operator. Since becoming a QME in 2000, he has developed extensive experience in workers' compensation and medical-legal evaluation while building practices and systems centered on accuracy, efficiency, consistency, and quality.

Throughout his career, Dr. Warren has focused on the details that distinguish an adequate medical-legal practice from an exceptional one. His experience spans QME practice management, workers' compensation, utilization review, independent medical review, SIBTF evaluations, physician education, and medical-legal report development and quality assurance. Across each of these areas, his approach has remained consistent: create efficient systems without sacrificing the quality of the medical-legal work.

As co-founder and Chief Operating Officer of California SIBTF Evaluations, Dr. Warren helped develop the operational infrastructure that supported physicians throughout the evaluation process — from scheduling and medical record synopses to pre-evaluation report preparation, quality assurance, and final report delivery. These systems helped physicians spend less time managing the administrative demands of medical-legal work and more time focusing on the evaluation, analysis, and medical opinions that require their expertise.

Today, Dr. Warren brings that experience to California Specialty Evaluations, where his focus is on giving physicians the tools, guidance, and support needed to become confident, highly capable QMEs while building successful and sustainable QME practices. His emphasis on individualized physician development, regulatory awareness, and continuous improvement helps ensure that CSE's growth never comes at the expense of quality.

Dr. Warren believes successful QME management is ultimately a partnership: give good physicians the right education, systems, support, and opportunities — and allow them to focus on becoming exceptional QMEs.
